Your Say... Proposed Special Rate Variation

What is a Special Rate Variation (SRV)?

Council has been consulting the Marrickville community about the new library since April 2011. The local community has told Council that the new Library should include features and services such as meeting rooms, an auditorium, and a café and that the building should be iconic and a focal point and hub for the community - (see Fact Sheet 2 - What We've Heard So Far).

In order to provide the kind of new Library the community wants, Council will need to raise a total of $30 million.  Seven million dollars has already been earmarked from Council reserves. To raise the additional $23 million, Council is proposing a special rate increase of 6.72% (an average of $1 per week for residential ratepayers and $6.70 per week for businesses) with the cost spread out over 15 years to minimise the impact on current ratepayers.

Without a special rate increase, Council will have insufficient resources to build the new Library.

Council is asking for community feedback on the proposal to increase rates above the normal annual increases in order to pay for the New Marrickville Library. 

If there is sufficient community support for a rate increase Council will apply to the Independent Pricing and Regulatory Tribunal (IPART) for approval. IPART is the NSW government body that regulates special rate increases.

Consultation Period

Council will actively be seeking input from the community about the proposed SRV until the end of May 2012. Feedback will be collated and presented to Council at the June 2012 Council meeting.

Consultation will include 'Have a Say' days, random telephone polling, focus groups, surveys and information distributed to every household via the Marrickville Matters newsletter.
