Well, the key 'partnership' is with the community. We should be building for a formal process for involving the community in decision-making (not just elaborate 'consultations' every few years).
I'm thinking of precinct committees, or similar.

Precinct Committees only get active community members - who are involved otherwise.
The entire council is making decisions about our area, but only our Ward Councillors are interested. They should all have to go to a community meeting in each suburb atleast twice a year and let anyone talk to them.

Councils should play a major part with local businesses as there are many within that are attempting to make changes not only locally but nationally in there efforts
The council should create a new model for ways in which they do business with businesses that supply technology products services first over others as a priority not only for the benefit of the community but the benefit for these businesses to flourish and survive in a tough economic climate
I had the councils guys come in only after i contacted them
